Relying on Carol's Dweck research in teaching and learning, I believe that a student who is struggling is just a student who hasn't YET understood the concept being taught. I hope to help students develop a growth-mindset in order to do well in the subject areas I teach (NB: I encourage students to watch the 11 min Tedtalk by Dweck titled "The power of yet"). My class is student-focused which means that I constantly adjust lessons to students current level while encouraging them to excel.
