They are the fundamental building blocks of tone, support and breathing and therefore need to be practiced regularly. This is why I always start my lessons with these, regardless of the student's level of playing. Sight-reading is a very useful tool to acquire, especially if you would like to play in ensembles. And as for etudes and pieces, I believe that technique and musicality go hand in hand. You cannot have one without the other in order to play music to a high level. Therefore I encourage all my students to practice both.
